These by-laws are intended to supplement the Statutes of the EAAE by specifying various detailed procedures. In case of conflict between Statutes and by-laws, the former shall take precedence.
1. Individuals applying for membership shall do so on the Standard Application form which must be signed by an Ordinary Member of the Association.
2. Institutions applying for membership shall accompany their application by suitable documents describing their work and aims and by such additional documents the secretary may require.
3. Individuals who have made extraordinary contributions to the aims of the Association may be proposed as Honorary Members by the Executive Council. They are elected by the General Assembly if more than one half of the Members present and voting agree.
4. Membership of Ordinary Members and Sponsoring Members starts when accepted by the Secretary and after payment of the annual fee.
5. A member who has not paid fees as established in chapter V of these By-Laws for two years after being reminded twice ceases to be a Member of the Association.
6. Expulsion shall be by final decision of the General Assembly. The Executive Council shall propose the expulsion as agenda item in the invitation mentioned in III,1. The Executive Council shall present a full report on the reason for the proposed expulsion at the General Assembly.
1. Summons of General Assembly
Each Member may propose items to be discussed by the following Ordinary General Assembly. He or she shall send these proposals to the Secretary four months before the date fixed for the meeting.
The Secretary shall send an invitation for the General Assembly to all Members, including the agenda and all necessary informations about them two months before the fixed date of meeting. If a new Executive Council is to be elected, the invitation must also include the names of all candidates and forms for proxy and postal voting.
2. Voting procedure
In a General Assembly which is summoned according to the Statutes Article 9 all Members may vote. Voting by proxy or post is permitted.
Each voting Member, individual or organization, shall have one vote.
The General Assembly decides by simple majority except for amendments of Statutes or By-laws.
General Assembly shall have a quorum if 50% of all Ordinary Members are present.
3. Decision and Resolutions
The General Assembly may decide in ordinary session only upon agenda items for which two months notice has been given to all Members. These decisions are binding for the Executive Council.
Any Member present at the General Assembly may propose that additional items be placed on the agenda at the chairperson's discretion. Resolutions adopted by the General Assembly concerning these additional items will be only in the nature of an advise to the Executive Council.
Executive Council may decide that in special cases a postal vote is necessary. It carries out the postal vote.
4. Preparation of following Assembly
The Ordinary General Assembly shall fix the place and time of the following Ordinary General Assembly if possible. It will choose a person responsible for local organization of the following Ordinary General Assembly. The venue of each Ordinary General Assembly, or any other General Assembly, shall be so chosen that there is no restriction on the attendance of Members from anywhere in Europe.
5. Nomination of Candidates
The General Assembly may choose a Nominating Committee which is responsible for the proposal and election of the next Executive Council. Otherwise the Executive Council is responsible for the election.
The Nominating Committee looks for candidates and collects proposals of Members. Only candidates who have indicated in writing that they are willing to serve if they are elected, may be proposed to the General Assembly. Deadline for proposals to the Nominating Committee will be four months before the fixed date of the General Assembly. The Nominating Committee shall pay due attention to reasonable balance, geographically and in both scientific and educational expertise. Three months before the General Assembly the Nominating Committee sends all proposals to the Secretary.
Each Member may propose one or more candidates for the new Executive Council directly during the session. If these proposed candidates are not present at this session, they must have indicated in writing that they are willing to serve if they are elected.
6. Election of Executive Council
Executive Council shall stand for election every three years. Re-election of single Executive Council Members is possible, but no person shall remain Member of Executive Council for longer than fifteen years.
7. The Executive Council
Members of the Executive Council shall keep in permanent contact. The Executive Council shall meet at least once a year. It shall have an annual meeting together with the National Representatives if this is financially possible.
Decisions of the Executive Council shall be by concensus, or if not possible, by simple majority.
Executive Council communicates the budget to all Members through the Treasurer's annual report.
Membership data are to be kept.
If a resolution has been adopted by an Extraordinary General Assembly that the Membership has no confidence in the Executive Council, and if in this resolution a Nominating Committee is presented of at least five Members who have agreed to serve, the Executive Council shall resign as soon as the Nominating Committee has appointed a new Executive Council.
8. National Representatives
In order to deal with problems of different currencies the National Representatives shall in particular act as sub-treasurers by collecting fees from their country and keeping these for the Treasurer's disposal. They are also required to care for translation of documents or texts of the EAAE into the language of their own country. The National Representative is authorized to organize a supporting team, which may be called a National Committee.
9. Committees
To support the work of the Executive Council and the organization as a whole Standing and Non-Standing Committees may perform special activities.
Standing Committees may be founded and headed by a Member of Executive Council or by an Ordinary Member of the Association. They have to be proposed for approval by the Executive Council.
Non-Standing Committees (ad-hoc Committees) may be founded by the President as long as financial assistance is not required. Otherwise approval by the Executive Council is necessary.
10. Newsletter
The regularly published circular contains scientific and educational publications by members concerning the aims of the Association. Authors invited to contribute by the editor may also publish in the circular.
It also contains all news of interest and importance to the Members.
It may also serve for mailing ballot papers and for mailing invitations of Members to the next General Assembly.
2. A new Working Group may be introduced by the Executive Council at a General Assembly, and may be formally accepted by it. If it is not accepted by the General Assembly, it may not serve as part of the Association.

1. The Constitutional General Assemby nominates an Election Committee paying due attention to factors of geography and scientific expertise in choosing the committee.
2. The Election Committee collects properly signed nominations from its members and arranges for the publication of these nominations.
3. After nominations are closed the Constitutional General Assembly elects by secret ballot the first legally elected members of the Executive Council and National Representatives for a term of 3 years.
These temporary regulations will cease to be valid one month after the official signing of these statutes and By-Laws.
